Your memory is more or less correct. Issue 6 of Sandman is the creepiest thing Gaiman's ever written, with the possible exception of "Snow, Glass, Apples", and that insane Narnia piece where Aslan eats everyone and then has sex with Jadis, I shit you not.

I think Gaiman said that that issue was supposed to be something about "stories and storytelling", and I never understood what he meant until now. The issue begins with the waitress in the cafe happily making up novels in her head about all the people she serves. And then John Dee (who you remember as "the god-like thing") comes in and starts making everyone act out his own, obscene stories. I think it's a cautionary tale about how fictional characters are people too, or some such, and that using them like puppets and discarding them when you're bored is the hallmark of a literary sociopath. So, I suppose there's a lesson in there for ushas - whatever you do to your characters, try to have some compassion for them.
